It sounds like the proposal for this is a treatment. Treatments are written in paragraph form as a short story would be. They generally do not include dialogue (unless there are lines of dialogue that are pivitol to the story or otherwise important) as they are strictly story (think "beat sheet" but with a bit more detail). A good treatment is 2-3 pages, and no more than 5 (at least as a rule... I've had producers ask me for 8-10 page treatments before... which was just odd).
