"Passports to Hell"

Creator: Lionel E. Siegel
Age rating: 17 and older
Homeland Security recruits two Chicago cops to deal with what proves to be a 9/11 attack that would be more disastrous than the first.
Project collaboration: Closed
Synopsis: Homeland Security has intercepted several phone conversations between suspected terrorists in different parts of the world that have one thing in common: that certain people will soon receive their '...passports to hell'. Also a corpse has turned up missing his hands and head. When Homeland queries the police in various cities re this corpse, only one Chicago cop tells them that what they need is a smart cop (like him) running the investigation. He and a lady cop he has become fascinated by are transferred to Washington - a lush, expense account, do-whatever-you-think-is-to-necessary-to-stop-this kind of life - compared to what they're used to in Chicago.
The terrorists continue with their plan to poison the water on the west coast, destroy the Panama Canal and blow up the U.S. Congress. The two Chicago cops race all over the world to find a key to the plots when a second corpse shows up, again without hands and a head. Meanwhile, their relationship grows with the growing danger.
Finally, the elusive piece of the deadly puzzle falls into place.
Then it's a race against time; the cops go their separate ways to prevent the catastrophic violence that is now just hours away.

    Creative Notes:
Action and suspense are strong elements of the script but just as important to me is the man/woman relationship, which requires a delicate balance to sustain the melodrama without forgetting about the people. This required much juggling and many revisions; now I feel I've got it right.
